No it's not bad to touch yourself, even babies do it.

it is only bad to masturbate if:
a) you are doing it in public.
b) you do it too much and make yourself sore.
c) you are freaking out about doing it.
For the first, try to find some privacy so s not to get busted by the cops.
For the second, limit to the number of times per day that feel good and know when to stop.
For the third, seek help; you have purdishitis and need to see a shrink immediately so you can relax and enjoy masturbation without going on a guilt trip after each orgasm.

No, it isn't bad. It all depends on your belief and/or religious belief if you have one. It's very natural to be curious.
