It is not legal for them to withhold any check, for any reason.
Whether fired or quit or gave no notice, they owe ur check at next regular payday.
They cannot hold wages earned, for uniforms not turned in, for tools not turned in or any other reason.
u can't go back now, that far, but for future reference.
They can decline to not pay ur due vacation time, if no reference and in some cases, bonus money can be held, but wages earned are wages earned. They don't have to pay early, but have to pay at next, regular payday, no exceptions.

You would have to read the contract between the agency and yourself. For a normal job the answer is no. When you go through an agency they make money as a percentage of your pay. By quitting without notice you may have broken their contract. Technically they would be charging you a fee.

I'm pretty sure it's illegal to not get paid for hours worked. This is true in the US, not sure where you are...Even though it was 14 years ago, it sounds like you were wronged. If you are truly bothered, get a lawyer and see if it's worth going after. After all, that's the American way, lol.

Only if it was in the original agreement signed at the time of hire. Lots of companies do have such stipulations.

No! They can not refuse your pay. They can make you wait for something stupid like handing in a uniform, but what you are saying is different. You can't fix not giving notice.

Depends what country you are in.
In the UK or US, no it's not.
After 14 years, though, the SoL has LONG run out.
