Because they are idiots who are wasting their number of times they can answer questions. They should just go and answer a question they know they can actually provide a REAL answer to.
Edit: It is not manners. The person is not giving them two points so why say thank you. Also I think he means those people who there answer is "Thanks for the 2 points" not something before it. Just only that as the answer which is quite stupid.
