I think when the bald applicant fills out his paperwork, he puts his hair color in there (and it should be his natural hair color; unless he's been bald all his life).

I am bald . When I had hair it was brown . I still use 'brown' on my photo-documents, and no one has questioned it. However, 'bald' or 'none' I think would be acceptable.

None if he's totally bald, or if he shaves maybe his natural hair color in case he grows it out again.

in my state they no longer put hair color on licenses. only eye color. hair color is too easy to change, but the DMV database records if you wear contacts/glasses.
