I will be moving to Europe and becoming a European citizen within a few years. Will I be able to get my Social Security?

i fairly the answer is yes. but there's no such thing as cashing social security out. when you turn the proper age
you can then apply for it on a monthly basis (which is the only way it can be done, to the best of my knowledge) i've been on it for about 10 years now so i know a little something about it. you apply for it some months before your ready to start collecting. usually between the ages of 62 (at a reduced rate for life) or 65 + some months to 67. it all depends on what year and month you were born. it's my understanding they'll send your money to you most anywhere in the world.
you don't say how long you've been paying into it.
that also comes into factoring in to it. write or call them and ask them what you need to do and when. you don't have to wait til your old enough. ask now.

There is no such thing as cashing it out. Technically you would be able to apply for it at retirement but you probaby won't be able to collect anything since you have to have a certain number of points within the last 10 years. Unless you are pretty close to retirement age now, you probably won't have enough points to collect anything.

You can't cash out, you collect it when you retire even though you are not a citizen anymore.
