Ending a transmission with the word 'over' means 'I have finished and I await your reply', while 'out' means 'I have finished and no reply is required'. Not only is 'over and out' therefore a meaningless phrase, but the astronauts never even used 'over' or 'out' in their conversations with mission control.
So, it's crap.
