That is very poorly made up rubbish. There is not one bit of technical jargon in there that is actually real, and the ending with 'over and out' is meaningless rubbish that comes direct from movies. Ending a transmission with the word 'over' means 'I have finished and I await your reply', while 'out' means 'I have finished and no reply is required'. Not only is 'over and out' therefore a meaningless phrase, but the astronauts never even used 'over' or 'out' in their conversations with mission control.
So, it's crap.
