The FBI only has jurisdiction in matters involving Federal law, but they often provide technical help to State or local law enforcement when requested.
OJ is charged under State law, but it's possible that he might 'also' face Federal charges - the kidnapping, for example could be charged Federally.
The link below is to a copy of the actual charging document. You'll see that all the crimes he's charged with are "NRS" so-and-so. That Stands for "Nevada Revised Statutes".

OJ is facing state charges, not federal charges.
Kidnapping is a federal offense when the kidnapping crosses state lines. I don't think this one even left the city. For the feds to create a statute, the statute must somehow meet the requirements of the constitution for the Feds to have jurisdiction. Crossing state lines is good law due to the "interstate commerce" clause in the constitution.
A few years ago they tried creating federal gun control laws around schools, but it was deemed unconstitutional because there was no "jurisdictional hook" linking it to the US constitution. They were trying to make an interstate commerce argument, but the Supremes threw it out.
He may be facing some federal criminal charges, but no indictment at this point.

Kidnapping is considered a federal offense. That is why the FBI got involved. OJ alledgely held the man against his will.

He is being charged with kidnapping, armed robbery, assault with a deadly weapon, conspiracy and coercion. Some of which are federal crimes. Though realize the FBI knew of his plans and were waiting with a sting.
