I have beige ceramic tiles in my kitchen and noticed some areas where foot traffic caused dark areas. So, I got a bucket of hot water and mixed in some generic detergent (1 cup per gallon of water) that I got from Home Depot. I then used a plastic scrub brush to scrub the floor clean.

In some places, it wasn't really taking up the discoloration. So, I used SoftScrub (it has bleach in it) to scrub those areas. It took some work, but I was able to get the floor completely clean.

I also noticed that where I squirted the SoftScrub before I could scrub with the brush came out clean before I started scrubbing. So, I would imagine you could also use some kind of a bleach-based mildew remover (Tilex or the Chlorox equivalent) to prespot the really bad areas and then finish up by scrubbing with the brush.

Installing tile over concrete is the best way to install floor just make sure all the cracks are filled in with a ardex filler or even mortar smoothed out. As far as the old tile glue on just try to scrap it clean as best as possible and go from there. Also make sure u sweep and clean the area good free of dirt as best as possible.
