I am trying to understand if someone has an identity theft - would it show on their credit report?
Or if this person is saying that they have an identity theft - how can they prove it is true - are there any papers or receipts one gets when they report an id theft?

There is nothing on your credit report that indicates you have been a victim of identity theft.

If you are a victim of identity theft, you work with companies (say credit cards that were fraudulently established in your name) to remove these items from your credit report. Part of this process involves reporting the identity theft to your local police department. You can obtain a copy of the police report and this is usually accepted as proof of identify theft by most companies.

All a credit report shows is your financial standing. It shows money owed, income, credit cards open, late payments (and how late they were), outstanding loans. If someone's identity was stolen and credit cards were open in his/her name that weren't paid back then it would impact his/her credit report.
