Icke actually believes "The Protocols of the Elders of Zion". That piece of garbage has been quoted and re-printed *so* damn many times that it's starting to adopt this aura of almost being believable. Thing was a hoax from the day it was penned (But, I did read an article once that claimed it was originally a Masonic document, changed to implicate the Jews in Czarist Russia as conspiring against the Czar).
Most conspiracy writings are pure junk, some have some truth to them, some have mostly truth to them, but figuring out which is which is sometimes tough, but, in this case, is pretty easy.
