Because you cant tell someone to get get the car modified to have a convertor, if it wasnt designed to run with one in the 1st place. it would screw up the back pressure.
And the cost would be astronomical.

Its only fair. you make a rule today, you should have to adhere to it yesterday.

Retrofitting this would effect a small percentage of vehicles on the road today. The classic cars that remain are typically driven for recreational purposes and not as a primary means of transportation. They are usually driven less than 2000 miles per year. So there would not be any real improvements to the environment by retrofitting smog devices to these cars.

The engines in these old vehicles were not intended to use these devices. They would require many more modifications than just slapping on a catalytic converter.

If you are so concerned, why pick on classic cars only, why not require this on motorcycles, snowmobiles, outboard engines, personal watercraft, small airplanes, etc.

25 years ago was the early 80s. That was the beginning of emissions control laws enacted by congress. Thus began the downfall of muscle cars, regular (not unleaded, but leaded included ) gasoline, and the addition of catalytic converters, computers, sensors, and other things to make cars less pollutant and more gas efficient.

ok, regardless of where in the country you live, it would be wrong for the government to require vehicles be retrofitted to have smog components they did not have when they were new. Catalytic converters came out in 1975.

Because when they were new, they didn't come with them. Pollutuion controls didn't start until 1968, and then they weren't that strick, but as the years went by, the requirements got stiffer.
