Why is it that vehicals that exceed 25 years and older are not required to have a catalitic converter?

Because when they were new, they didn't come with them. Pollutuion controls didn't start until 1968, and then they weren't that strick, but as the years went by, the requirements got stiffer.

i think the main reason that they dont make them use it because for the most part there not driven as much as a newer car woulb be so in turn would pollute less
