Is there a such thing as a bank that put interest in your account but takes no money out of your account?
If so what is it called? or what bank does that?

That goes bank by bank. Many have interest-bearing checking or savings accounts. Many have no-fee accounts.

Some banks offer fee free, interest bearing accounts. The banks may call them by their own trade names such as Wachovia's Crown Classic Banking.

If you carry their required minimum balance, most banks offer an free, interest bearing checking account.

Usually, you have to keep anywhere from $500 to $5000 in the account daily or more in it to avoid the fee.

Otherwise, just a savings account that usually carries a much lower balance will do the trick.

Our bank has an interest bearing account with no minimum balance on both our checking and savings accounts. Try to find a local community bank. They are more appeasing to their customers compared to the big named banks where your just a number.

Most banks and credit unions nowadays have free savings and money market accounts. There are a select few that have interest-bearing checking accounts as well.
You are going to have to research all the banks in your area, ask them exactly what you asked on here.
