When I flush the toilet there is a whining noise ,which has just started is this normal and should the plumber fix this free of charge bearing in mind he installed the plumbing for the house.

If the fault is due to a mistake the plumber made, sounds fair.
But if its a fault with the equipment, not the instillation, or an installation not done by the plumber / trade, then you cant blame the plumber. (you need an honest plumber to advise(yes they do exist)).
Sounds like a very simple fix, Have you looked in the Toilet cistern? Take the mice nest out (joke), but could be that simple.

why not , if just as a good will gesture. When i quote for contracts i always include a call back charge in original costings. Some you win some you loose but customer is always happy.
