I'm pretty sure that you realize that those two things are in opposition to each other. It is very difficult to put them into a sentence with each other and explain their relationship to one another. Maybe you are trying to show the relationship between unempolyment and economic stagnation or the impact of economic growth on unemployment. If the latter is true then it would read something like, How long does there have to be an economic turn-around to finally be observed in lower unemployment numbers. Maybe you need to be more specific with your question.
