well i have a friend he is from france, and we chatted and be nice friend, but he always mention , i love you and i miss you everytime we chatted, so..
is this the way they talk or he is a gay??

and yeah french people are really diffrent from others, hmm..

Not to be racially stereotypical, but French men are for the best part more emotionally expressive than Western men. It may just be that he does love you and miss you, but as a friend.
However, he may have feelings for you above and beyond friendship.
Its very hard for outsiders to tell because they are not in your shoes.
If this really confuses you and you feel you need to be sure, the only way is to ask. Ask how he sees your relationship but try and man it up a little if you don't want to give him the impression you are interested in being more than friends.
Or to be striaght up about it, ask if he's gay.
If you are good friends being this bold shouldn't be a problem.

I say love you and miss you to all of my friends but I am old and it may be the last thing they hear from me. Maybe he is old too?

actually they are too educated and also romantic, and do have special care when they speak their language, they do not have slangs, they properly use their language.
