And the seller can't help you?

Sounds like you have bought a stolen item off of Ebay.

Try to contact the seller and let him/her know the situation. Let Ebay know the situation. Heck, you may even want to take it to the police and let them know you suspect it might be stolen and let them run the serial number on it. It might have been reported stolen. I am not sure how far their databases reach though.

Well depending who your provider is and who the provider of the phone is will answer your question. If it is a Blackberry phone from T-Mobile and you dont currently use T-Mobile as your provider, even if you do get the phone itself unlocked your still going to need the unlock codes for the SIM card and also to be on a provider that uses SIM cards. Good luck on your quest, but be aware that unlock codes are very difficult to come about, unless you know someone on the "inside". You can sometimes get lucky and find someone that is selling them on ebay, but it is never for sure if it will work or not.

locked at in you cannot get into the device and play around with it? if thats the case enter the password wrong about 10 times it will hard reset the device

Yes, there are two things if it is sprint take to sprint store. (ect) Or hook it to your computer and when a window pops up saying somethin about a phone or someting connected. Then another window will pop-up click on help and it should handle itself from there.

if you know the person's e-mail you bought it from e-mail them and ask why its locked
