No. That story has NOTHING whatsoever to do with communism.
It is extremely sloppy to point to something that government has done which you don't like and to simply call it communism. Try putting some thought into it. Or else you'll end up playing the same game as the boy who cried "wolf."

um, they don't want to be sued if people get unhappy and point out that the bridge was supposed to be fixed
it was actually under some maintenance which a U. Minnesota professor says weakened the bridge, so some sueing could come up
