What are these pen/pencils called?

It looks like what's called a mechanical pencil. You put the pencil lead inside and it feeds through, you never have to sharpen it. I like using those a lot.

The leads come in diffrent thicknesses and hardnesses. They look ultra fragile, but they do a great job.
