A business person who knows how to handle money and funding or a teacher who had experience in the education sector?

In my view, the Federal Government should have no part in Education. It goes against the 10th Amendment and adds an unneeded level of bureaucracy.

In terms of the local level - Superintendents should be good businessmen who understand the various legal requirements that state and local governments impose on schools. If they have teaching experience, great - but at that high of a level it's unnecessary.
