I have found evidence that it is not illegal to record from internet radio as long as you don't sell it. Is it then ok to download it from Project Playlist?

Just a technicality here, but it's important to point out the keyword here is "distribution" and not "sale". As long as you obtained it legally, and refrain from distributing it illegally, you're golden. So, if you put it on Kazaah, seed a torrent, or mail a CD-R to all your friends on myspace, you're legally culpable.

The home taping act allows you to record and archive material for your own PERSONAL purposes. You are not permitted to sell or distribute said records.

I think it all falls under the 'fair use' rules. As long as you are keeping them for your own use and not distributing them, either as gifts or by sale, then you should be okay.
