First of all, it's a powder. Secondly, they don't consume it willingly. They are poisoned by other people. This drug inflicts permanent brain damage.

I researched for a screen play that I wrote. I first heard the story in New Orleans at the voodoo museum.

The ingredients are:
dried,ground plants and animals
puffer fish (tetrodotoxin)
marine toad (has toxic elements)
hyla tree frog (irritating, but not deadly)
human remains
lizards
spiders

If applied topically, it would irritate and cause breaks in the skin allowing toxins to pass into the blood stream. The person's respiratory system would slow down so much that the person could be considered medically dead, but would remain conscious throughout. If left in the ground the person would not die within 7 days from starvation, but would die a painful death in about 15 days.
The Bokor, or voodoo priestess could dig up the body and supposedly restore the senses by feeding the person salt. However, because of the lack of oxygen and the affect from the potion, many victims would become dumb from the loss of brain cells. Thus, the person would be rendered "zombie" and would usually become enslaved to the Bokor.

From what I understand, it's probably Tetrodotoxin. The first poster is partly right, it can be derived from puffer fish. It's what kills when the sushi from it (fugu) is not prepared properly. In a small enough dose, it can give the appearance of death as it slows the metabolic rate drastically. It's extremely difficult to control though. Guess that's why there's not many zombies around...
