the best place is a domestic violence shelter for women. These are women and children who are escaping from a life-threatening situation and often they don't have time for things like toys for the kids before leaving so the toys will help the kids make that transition or if there happen to be no children in the shelter at that moment, they can sell the toys to raise money to care for the women themselves in many areas that have a store for that purpose.

Toys for Tots is done locally - everything collected in that area goes to that areas children. You can also donate to Salvation Army. If your area has an orphanage check with them as well.
