This system is inconsistent.
Divide the first equation by 2:
5x + y = 3.5
Rewrite the second:
5x + y = 3.
Subtracting, we get 0 = .5,
so no solution exists.

The first thing I did was set the first equation equal to zero
10x+2y-7=0
then substitute in the second equation y=-5x+3 for y into the first equation to get
10x+2(-5x+3)-7=0, multiply by 2 to get
10x-10x-6-7=0, then simplfy to get
-1=0, obviously -1 cannot equal zero so the equations are independent
