The land owner owns the land however the power company has an easement. The land owner could be a private owner, a government entity or the power company itself.

Most parcels are required to have an utility easement. My property survey (in Texas) clearly shows a 5 foot easement along the western boundary of my property. That is for general utility use. High Power or Hi-Tension distribution poles may be a different story since they effectively render the land under them useless for any other use. I would imagine that these lands are public lands owned by the municipality for the sole purpose of utility easement but you should be able to contact your local electric company legal department and they can tell you.
