Payless has some good fake leather boots with heels that are are good for walking in snow, ice and slush for around $20. I bought a pair there a couple of years ago and they're still in good condition. I expect to get another winter or two out of them. This style, like that of my black pair, are good for dressy or casual (I only wear pants or jeans). Also, with having a black and brown pair, I can coordinate them with all of my outfits.
Goodwill might work, but sometimes, with shoes, they're stretched out, or too worn. Also, I'm an 11, and up until a few years ago, it wasn't easy finding extended styles in the stores. It was though as the size went up, selection went down. So it's not easy even finding my size in thrift stores. I digress.
