Oh I know how to change it just want to know why its like this.

Weird one..
Just change your default page. Right click internet explorer, scroll down to Properties. You'll see an address bar there, type in whatever you want your home page to be, click apply, then okay. Your set.

This actually has nothing to do with your ISP--but it's easy to fix!
Click on Start > Settings > Control Panel > Internet
There is a textbox at the top that lets you specify a start page. Whatever you put in there will be your start page.

"my ISP cannot explain it to me" - maybe you didn't understand what they were telling you.
It's probably the result of a "Browser Hijacker" malware.
