In California it's 2 people per bedroom plus 1 so it would be 5 for a 2 bedroom place. I don't know about other states, but you should be able to call something like Housing & Urban Development and get information for your area, or a reference to someone who can tell you. Once you have that information, you let their landlord know he's in violation for allowing so many people there.

It depends on the square footage of the apartment to be honest. Usually you can have 4 in a two bedroom apt at the max in my area. And that is at 2 adults and 2 children. I doubt severely that they can have that many in such a small area but again I don't know the square footage of the unit. Call health and human services and report them. Or call the local housing authority. They can assist you better.

Even though many cities have ordinances against it many landlords ignore them. I personally know of a couple apartment owners who have a base rate and tack on 100 dollars a month for each additional person.
They have at least 2 thousand people living in buildings that designed for only 600. The city only steps in when they recieve too many complaints which result in police intervention.
Hey illegal aliens have to live somewhere you know.

Reporting these people to the authorities will only cause them more hardship. I would be the bigger person and let the landlord know I want out of this lease for this reason, ( get any agreement in writing ) and find a new apartment.....doing the wrong thing, always comes back to haunt you, just as you are always rewarded for doing the right thing. If you cause problems for your landlord ( he/she is the one who will be cited ) he/she may become intolerable, and your stuck till the end of your lease ( or expensive to get out ).

Many cities have occupancy permits that limit the number of people who can live in a dwelling. I would asume that your apartment also has limitations in the lease. Child protective would be interested in the fact that the children do not have adequate sleeping quarters. This could also be a health or fire hazzard.

It depends on their lease. If they have a lease for that many adults and children it should be ok. If you have noise complaints call the police.
