You need a firewall.

Go to download.com and grab ZoneAlarm Pro. That'll stop them from popping up AND getting installed on your computer in the first place.

hi,
if you want internet explorer to stop loading automatically i would try downloading a free firewall like comondo or zonealarm

to get rid of pop ups, just download a toolbar like windows live or yahoo etc which come with popup blockers if you are not using ie6 sp2 or above (becoz it already comes with built in one)

or you could download mozilla firefox, which is another web browser, which can be better than internet explore. this has a popup blocker pre installed on it

hope this helps
