Stealing because you can get arrested and put in jail or on probation. When cheating on a test, you just get an F and a talk with the principal.

stealing. theres legal ramification's.
when you cheat on a test, its not anything illegal, just offensive to the teacher.
so stealing your risking legal trouble
when cheating your risking a 0 on your test. oh no!
