Need to have the autorun file in there, and it needs to be formatted for Windows XP. I am not sure what program is needed to format it like that, but a bootable Windows XP cd needs that autorun file on it. It provides a set of directions that tells the cd what to load first.

take a bootable cd from a friend of yours...use 'copy disc" feature of nero or roxio to create a copy for you..dont use the normal copy and burn process becuase that will not make the cd bootable

Go to http://bootdisk.com and download one. They have several diffirent types available depending on how you want the computer to function once booted.
