Here are the requirements:

Lower crime area
Walkable town - (Lots of restaurants, bars and shops within walking distance)
Young professional, students, couples....etc..
Relatively inexpensive rent/leases (around $800 per month or less)
Pet friendly areas (perhaps with dog parks)
Close to Parks and great downtown city views (Maybe even close to the lake??)

Hopefully I'm not limiting myself here by narrowing down the places I want to live. It's just that I'm looking for as many of these things as possible.

All that you are describing is what all that construction is going on downtown. That is what the city is trying to create in a couple of years. But in the mean time, Little Italy has all what you just mentioned. (I don't think they have dog park) Its not close to the lake but it is near the duck pond at the Art Museum. If you're willing to spend $800 a month you could rent a house on Euclid Hts. Blvd, even though its not Cleveland its Cleveland Hts. and you're not near the lake, but you would have the choice of either walking to Coventry or Cedar/Fairmount district. Which has plenty of young professionals, students and couples.
If you prefer the west side, the try Lakewood, again a suburb, but it's closer to the Lake. Or try Ohio City. or the Treamont area.

Westlake was rated the number one suburb to live in by Cleveland magazine. Re-max lists several apartments with 2 bedrooms and 2 baths around $800 to 850,and 1 bedroom 1 bath at $650 to 700. Check out the link I've listed and scroll down on "about our city" to the shopping and dining tour. They feature Crocker Park, an upscale and youthful pedestrian mall. If you play the Ohio lottery and hit the big one, you could buy an extravagant home on the shores of Lake Erie in Westlake and have a million dollar view of Cleveland's skyline.

My son just moved to Lakewood, a nice (albeit small) 2 bedroom place for $575/mo, near public transportation to downtown, public parks and library. Tremont is nice as is Ohio City. These are on the west side, not familiar with the east side. Shopping at the West Side Market, eating at Johnny Mango's (my son knows of a lot of places)...

Given all of your desires, including "pet friendly areas (perhaps with dog parks)" and "Close to Parks and great downtwon city views (Maybe even close to the lake)," Lakewood would seem your best bet. Parts of Lakewood are close to the lake and offer great views of downtown, and Lakewood has good parks and is dog friendly and it even has a dog park:

If you don't mind a little driving, head east. Mentor, Painsville, Kirkland , Fairport all very nice. If you stay in the city West Side market area is nice, but I'm not sure about the schools and safety.

downtown whilloughby everything minus the city views, more of a historic district.
