Most of it is scare tactics.
But remember: Not all that you see in the media is done as scare tactics. Some of it is likely to be about using the media for prevention, that is, if terrorists monitor the news they are given the message: We're watching you and we're ready if you think you can plan an attack. Now, I realize this may not be newsworthy or even effective, but it's not all about the Bush administration's attempts at more pro-war propaganda.
The scare tactics coming from the Bush administration come more in the form of Bush's speeches--when he talks about smoking guns and mushroom clouds. When Bush himself speaks to the media he employs scare tactics that the media then play up for the sake of sensationalizing. It's a vicious cycle model more than one intentional, but it still needs to be exposed as scare tactics and propaganda.
When Al Qaida says they are going to "attack again," you have no way of knowing if they too are only employing scare tactics. Too many Americans confound the saying "It's better to be safe than sorry" with becoming paranoid at every "intelligence" report you see in the media claiming the NSA has some new information. That's unfortunate because it contributes to the pro-war mentality that TO THIS DAY confuses what is happening in Iraq with some "war" against global terrorism.
One more point: There are "credible" intelligence reports, such as the one British anti-terrorist agents used to catch culprits at Heathrow who were ready to use liquid explosives of some kind on planes headed for the U.S. Of course, if you're the true conspiracy theorist, you'll think the event could have been staged. Who knows?-- but that's the point when it comes to today's media. It's Oceania out there.

In our morning paper the FBI was playing down this threat which I think to be just as credible as 9/11 when John O' Neill, an ex FBI person who was in charge of security at the World Trade Center, tried to warn everyone 9/11 was about to happen but no one listened.
But I do believe in scare tactics on many other fronts

I believe Al Queda. They have said they will attack again. I believe our intelligence gathering could produce such a warning. No, I don't believe this is scare tactics. What does scare me is the large number of congresspeople who claim this is just a tactic and don't want to take any precautions. It also scares me when I hear Al Queda endorsing a democratic candidate for President. It scares me enough that I will not vote for any Democrat.

I don't believe it at all.
Is it plausible....of course it is. Anything can happen, at any given time.
The problem I have is this : They've cried wolf and wolf and wolf soooooo many times, who can possibly believe them now?
You can only frighten someone so many times with the same focus topic/focal tactic before they just become numb to it.
So, could terrorists assault a mall? Yes, quite easily as a matter of fact.....
Didn't they mention the same thing last year? Yes, I do believe they did.
Scare tactics all the way, but that still doesn't mean someone shouldn't be aware....just don't be too afraid of it. Awareness of one's surroundings, and terminal fear are two different things.

I think that putting 'intelligence & the Bush administration' in the same sentence is an oxymoron! unless you say something along the lines of --The Bush administration is lacking intellegence.
However I fear that there is more to come, these people don't give up easily, and to be honest, Bush frightens me without useing scare tactics.
