If there is a floppy in the drive, take it out and try again.

It means that the computer is unable to find the files it needs to boot. Usually it means it is looking a something besides the hard drive for its boot information. Most often it is a floppy. But it could be a CD or memory stick.

Remove any floppy disk, CD disk, memory sticks or external hard drives and boot again.

If you still get that message, it means that something has damaged the hard drive so that the PC can not see the boot files on it. You will probably have to reinstall Windows to repair that. Or the drive may be "shot" and have to be replaced.

Is there a floppy disk in the floppy drive?
Or if there is a CD in the drive, it may be trying to boot from there.

Almost always it's a floppy (or a CD) in the drive.

Eject all discs from floppy, cd, dvd, and external drives and reboot.

means theres a cd int the cd drive that probably shouldnt be there
