You may open the image thru "Paint" or you may use the "Microsoft Office Picture Manager" to open the image. Any programs can be used to open it. Once it is opened, click "File" and then click "Save" as (name that file) and choose "jpeg" on the drop list, then click OK.

MS Office Picture Manager: open the file and choose the Export option on the 'file' menu. Look on the right, options will appear, choose and click OK.
Better if you have Photoshop: open the file and save as; choose the format and click OK.

If you have The Gimp (Free) installed use it to open the BMP. Now under file select "save as" and scroll down the page that opens and select jpeg. That simple.
