THERE IS ONLY ONE ANSWER:
(I hope you get it)
Should I still explain? If explaining further would not insult your intelligence, please allow me to do so.
Human existence is nothing but a search for answers to questions about our very own existence. In as much as we wanted to provide answers to these questions, we are confronted by our limitations that we are not able to do so. To make things worse, aside from our own questions, other also bombards us with questions bothering them. Just to escape this social responsibility of answer questions of other people, we simply give advice. Why do we give advice: because we dont know the answer. Advice is nothing but an alibi, a escape-goat of not knowing the answer.
Now you know why philosophers don't give you answers. Now you know when you have a problem and tell it your best friend, they just keep on giving advices yet what we need is an answer.

Advice is usually based upon opinion. Then again, an answer is just advice that is asked for by a question. Perhaps an answer is at least asked for, whilst advice may be unprovoked. Answers can be frank and insulting, but then again so can advice.

Advice is better because it is somehow are answer to the question. An answer tells us what to do, but advice gives us the option of choice.

It depends on what you are asking for.
If you are asking for advice, then advice is better than an answer like...." I don't know "
But if you asking for the answer to a Math's problem and the answer is given correctly. Then that would be better than an advice like" ask your sister".

In which context? I'd rather have advice, because then I can choose whether or not to follow it. Answers usually just offend/alienate people...
