This site has lots of kids crafts for Christmas that are usually under a dollar a child.

Ones I did with nieces and nephews when they were about that age were to take the tiny Christmas trees and some red and white ribbon and string tiny bells on it and let them tie them to the tree branches. I precut and strung them ahead of time and kept them in zip-lock bag.

I also did the pipe cleaner and tri-bead crafts. Take a half of a red pipe cleaner and string red and white tri beads on it until just about full. Bend over each end so the beads don't fall off and have them bend to a candy cane shape. I also bagged a bunch of these so they were ready to go.

Pipe cleaner and tri bead wreaths are another one. Use a full red pipe cleaner. Sting about 5 green tri beads followed by 1 red faceted bead. Pattern it about 4 times and twist into a circle. Bend the remaining pipe cleaner into s bow shape.

Good luck.

popsicle christmas tree ornaments. by some popsicle sticks from a craft store and some green paint water color finger paints anything will work green marker, even food dye. dye or paint the sticks and have the kids glue them together to make christmas trees ( you may need to cut some in half or different sizes for the branches) then have them decorate their popsicle tree. you can have them use glitter, buttons, sequins, markers, sprinkles, beads even candy m&ms work perfect. decorating them is the best part for them so even if you wanna make the trees before hand and just have them decorate em theyll still love it.

I have a daycare and one year I had the kids decorate picture frames from the dollar store for their parents for Christmas and we put a pic of them inside it standing in front of my Christmas tree. We used glitter glue, foam stickers and beads for the decorations. I think per kid it cost me maybe $3. Have fun!!

CUT OUT XMAS TREES AND BALL SHAPES IN FELT, GLUE SHINY RIBBONS AND SPARKLY BEADS AND SEQUINS ON. GLUE A LOOP OF RIBBON ON THE BACK TO HANG ON THE TREE. OR MAKE A GARLAND TO HANG ALONG A WALL, MANTLE, SHELF, ETC. AND HANG A LOT OF TREES OR BALL SHAPES OR SNOW MEN, OR WHATEVER TAKES YOUR FANCY, ON A PLAITED LENGTH OF RIBBON. STICK VELCRO DOTS TO THE BOTTOM OF EACH SHAPE AND THE TOP OF A CARD AND HANG THEM ON A SHELF, WALL OR MANTLE. LIKEWISE, THEIR FELT SHAPES CAN BE TURNED INTO CARDS BY STICKING THEM ON TO A FOLDED PIECE OF CARD. SPRAY WHOLE FRONT OF CARD WITH ADHESIVE AND SPRINKLE GLITTER OVER IT. STICK THE FELT SHAPES ONTO PIECES OF CARD AND MAKE GIFT TAGS. I COULD GO ON AND ON. BUT I THINK YOU'LL GET THE IDEA. HAVE FUN, MOST IMPORTANT!!
