Your presumption seems to be wrong;there is no such thing happening as far as I know.

Electricity in the air is produced by air and/or water molecules
rubbing against each other. It creates static electricity just
like rubbing your feet on carpet to shock somebody. It
happens ALL the time but is most noticeable near thunder-
storms.
