There are 3 reasons crime happens.
Need (which includes ignorance of legal alternatives), greed, insanity.
Some of those who commit crime out of need do so because they are ignorant of the other options available to them. And sometimes the system fails too.
Hispanics are a large group and getting larger by the day. They are also often facing economic troubles. A person with little or no money cannot afford quality legal representation. A person with very little money may commit a crime out of need which is not to say its justified only that they did not know of an alternative and were desperate.
SO combine poor legal help with increased desperation and you will see a group more often convicted of crimes. After a short history of that you will see the group begin to distrust the police as well which will mean they run rather then explain their actions.
Its not surprising that a disproportionate number of minorities will be in legal trouble. You will also notice that many of the white people sought by the authorities are low income. Low income means need is more likely, greed is just as likely and insanity is probably poorly treated.

MS-13? I live in one of the richest counties in the country (Montgomery County Maryland), last night I was watching Gangland on The History Channel, it was about MS-13, the entire program centered on my county and the next county over (Fairfax, VA, another extremely rich county), it turns out that most of the violent crime in these counties is attributed to MS-13, which is interesting since both counties have policies that actively welcome illegal aliens. (What was also interesting was that one of their informants, a 17 year old girl that they executed in Shenandoah County, VA, said that they would settle down for awhile to take the heat off, she was right, there seems to be fewer machete killings, their preferred means of execution, in this area lately)
But as for Hispanics in general (legal immigrants and Hispanic citizens), my guess is that they are responsible for fewer major crimes than other demographic groups. And that the FBI is just responding to their main responsibility, addressing major crimes that cross state lines (like gangs that operate in both Maryland and Virginia).

If you look at povrety level, racial minorities are over represented, this is not an insult it's a fact. Povrety causes crime. Personally I think you shouldn't accuse the FBI (who knows they might check your email account lol) maybe you should compare the oppotunities offered to whites and hispanics and look for racism there. then you can take a positive step foward and change the situation :)

It is a typical immigration pattern. Usually new immigrants are poor, which leads to a higher crime rate. Once they have integrated themselves into society the crime rate matches that of the general population.
The same was true for the Italians, Irish and Russians. It will level itself out after they have been here fo 3 generations.

The majority have less than their counterparts so commit crime to attain equality. That or we're just naturally criminal. If you look through history we're a pretty sly and savage people.
