Osama bin laden never took "credit" for the attack, and there is no evidence that he took part. Since those that are the most suspect and directly linked to the attacks were "Al Queada", (Osama's "black book" labeled "the base of jihad"), it is assumed that he played a role, but there is no physical evidence that I'm aware of.

Since Osama has traditionally taken "credit" for his other attacks, and not 911, it is questionable that he actually played a major role in 911, and it's arguable that he didn't play any role at all.

That's possibly the reason why its not listed.

Legal reasons. That's what they are ready to charge him with once they catch him. That's what they have a warrant for. It doesn't mean that he's not involved in the 9-11 conspiracy or that they wouldn't charge him with 9-11 crimes once he was caught.

Because in a court of law they'd never be able to prove he had a hand in the planning of it. Weird as it seems.
