It is probably fine. My sister didn't start until she was 17. That is the upper limit of "normal" range for menarche. You should talk to your parents and ask if it runs in your family. If it does- you don't have anything to worry about.
Before going to the doctor- examine your lifestyle. Do you over-exercise (highly athletic women tend to start periods late)? Do you weight enough? Are you skin and bones, or do you have at least a little padding? A little fat is GOOD for women. Don't let the magazines and TV tell you otherwise. Do you eat well- do you eat meat, or similar foods regularly? Do you get enough vegetables? Vitamins and minerals from food? Do you eat enough fat? Eating a moderate amount of fat is GOOD for you as well, especially when you are growing!!

Yes, you should see a doctor. My mother didn't start her periods at all either at 16 and she saw a doctor and she had a very small operation to start her periods, nothing serious or painful. And now she has had two kids (including me). So you don't need to worry because it might not be as bad as you think!

Yes, you should see a doctor. The doctor will ask some questions about how you are feeling and about your family history with certain problems. Ask about any symptoms you notice if any that could give clues as to why you aren't having your period yet.
But first please let your mom know what's going on so that she's aware of the situation.

Yes, most girls do have their periods by this time. It could be some hormone imbalance, some physical blockade, or merely a delay in development. But to be safe, get yourself checked up.

They might want to put you on the pill, it helps with regulating your period, so it might help starting your period. The next thing they could do is do an ultra sound to check all your girly bits are ok and in place...
