It could be any number of reasons.
One possibility is that right now it is believed he is hiding in Pakistan, an ally of America's right now. Gen. Pervez Musharraf (Pakistan's current leader) has refused America entry into his country to look for Osama, but says he himself is looking for Osama bin Laden. In an attempt to maintain the alliance with Pakistan, Bush is not forcing his way into Pakistan. Basically if this is true, we are trusting Gen. Musharraf to handle things.
Another possibility suggests that in fact Bush and Osama may be in league with each other. The Bush family and the bin Laden family have had many business dealings in the past, so this is a possibility. But I do consider it a far-fetched one, though not everyone does.
What I consider the most likely possibility is that Bush is attempting to maintain a "fear of the boogeyman" in America. Bush is having serious trouble with his image among Americans (currently at 32% approval, and has been as low as 24% approval rating); but on the issue of the war on terror he has much more support. He has lost much support on the war in Iraq; but on the separate issue of the war on terror, he is seen as being a strong protector by more Americans.
With bin Laden out there (rather than in American custody), anytime something goes really bad in America George Bush can yell that bin laden is still a threat and that only he can save us. Then everyone allows the fear to convince them to give Bush power again. I suspect very close to next year's presidential election, we will capture bin laden all of a sudden; thus making the Republicans look like they knew what they were doing after all and maintaining the presidency for the Republicans.

Great question.
He is great at hiding. He has friends and money. He is a smart guy. Bad combo for those hunting him.
Google Earth the mountain regions between Afghanistan and Pakistan and you will see that it is really desolate and looks difficult to navigate in.
He doesn't want to be found, captured or killed. He could be dead. There are plenty of people that believe he is dead or alive.
It is rumored that he ordered his bodyguards to kill him and hide his body if the enemy gets close, but he has said he will go out taking the enemy with him.
Al Qaida needs him alive to keep their movement going, and the U.S. gov needs him going to keep the hunt on.
Clinton had the chance to nuke OBL after the first Trade Center bombing in 98, but took a pass on the idea. Too bad.
Who will ever know when UBL meets an untimely end?

The US had him at Torra Borra and the moron who is running this country screwed it up. He starting sending more troops and equipment for the buildup to the Iraq war. There was a special on TV not that long ago. The Army personnel interviewed were shocked that we did not do more to get him. They said they needed more troops in Afghanistan but were denied because of Iraq. This country is getting the wool pulled over its eyes.

I think the more relevant question is not why he is still out there but how. How is it possible for a 6 foot 6 man who is rumored to weigh 130 pounds and on dialysis possibly still be alive? Last I checked there were not an abundance of power outlets in caves to keep his dialysis machine going. I don't see how people even have to look for him when he should be doing a fantastic job of dying himself. Also, its possible that he is quite dead but that we dont want to make a martyr out of him by declaring it. Not making martyrs out your enemy and creating more enemies is one of the most important lessons in history.

A real news channel showed how we avoided the escape routes OBL and his caravan took when we were supposed to be after him. Eyewitness' were puzzled when he was surround at this one point and we bombed three exits but left the one open he got away safe. There's a big game going on here starting w/ 9 11.

Because he is not a big threat anymore from a tactical standpoint. He is forced to hide and run which limits his ability to plan new attacks.
It would be a great propaganda victory to seize him but to find him would mean a massive outpouring of resources. It is just plain tough to find him in such mountainous terrain surrounded by his supporters.
