I am in doubt about my friend's tank. Is it overstocked? He has a 75 gallon tank but he's filling it only up to about 60-65 gallons! He has 2 fully-grown Red Pacus and 1 Blind Cave Fish.

Considering pacus should be over 40" by the time they're adults I doubt his are fully grown. But by the time they are, they'll need more than 60-65 gallons (each).

Depending on their current size, they may be fine in the tank for a while, but he's evenually going to have to upgrade. A good guide to follow is that the fish shouldn't be larger in length than the tank's smallest dimension (generally front to back) so they can turn around comfortably.
