The only thing I can assume from your question is dried smegma, the lubricant underneath the prepuce and exists for the purpose of lubrication of the glans penis.
If you are uncircumsized (or loosely circumsized, like me) this substance will collect and appear as it were yellowish grains of rice. That only happened when I was young, and can be easily avoided by bathing and washing the genitals.
