This has been decided in 3rd last ICC Generel Body Meeting in London that no overs will be reduced as a penalty bcoz of the presence of Artificial Lights on almost all the grounds over the world. but there will be reduction of Match fee of all the players and the best part in that regard is that the Major effectee will be the captain of the team.

that rule has been abolished way back now the captains get match fees deductions or match penalties. India on the other hand were also about 25 minutes late bowling second so if pakistan were docked overs it wouldnt have been fair

For not bowling the overs within the stipulated time only the captain can be penalised and there is no provision of reducing the over for the team.
