Basically, you're substituting -3 as the x.

So then:
if h(x) = -4 - 7x, find h(-3)
h(-3) = -4 - 7(-3)
h(-3) = -4 - (-21)
h(-3) = -4 + 21
h(-3) = 17

h(x) means h is a function of x, given by the expression -4 - 7x.

So, h(-3) means x = -3, therefore

- 4 - 7*(-3) = -4 + 21 = 17

Where you see x in the function of x, insert -3 and do the math. In this case h(x)= +17
