What was Jefferson's decision, and how did it compare with the position he took during his constitutional debates with Alexander Hamilton and the Federalists in the 1790's?

Jefferson didn't believe that the President had this kind of power as outlined by the Constitution, but realized that he really didn't want Napoleon as a neighbor, so he negotiated the Purchase.

Oh, to have a Jefferson today, a politician who actually asks whether he has the power as granted by the Constitution, versus today when they don't even ask before they ram more government down your throat.
