8 people can make just as many mistakes as 1 person. It would just take longer. If you meant oligarchy,than 2 or more people can still make the mistakes.

We had the Supreme Court decide a election and see where we are now.... we are in a half-baked war and a near recession with the American dollar falling as we speak, the housing market collapsing and a trade deficit beyond measure while China is in an economic golden age.

Of course this is rule by nine and you are asking about rule by eight... you decide but I have an idea how this would work.
