How can someone be free with 288 Lewd Conduct on a child?

I checked my area won't sleep tonight! But how can someone have that many charges and be free?

inept judicial system apparently this person has slip through the cracks

Chances are that it's a "continuing pattern" type case - for example he admitted to having sex with his underage girlfriend - or molesting his daughter - that many times over a long period of time. The bare statement of the charge doesn't give enough for you to make a judgement on.

If he's free it may also be that it occurred a long time ago when these charges tended to get much lighter sentences.
