thinking about opening a candle shop in a mall...what do i need and what are the estimated prices in order to legally sell (vendors license)

You will need the following:

1) a business license
2) a resale license

Your accountant can guide you with these and any other local requirements. You will need an accountant if you open a business to help you with all of the various tax issues (sales tax, local businesses taxes, income taxes, employee taxes (FICA), etc.
