The best predictor of future performance is past performance in this case.

If there are no signs of ever being flooded and the current owners disclose no issues then you are likely OK.

I've had older homes with no issues and newer homes with issues, it totally depends on the water table level in your lot, the design, contruction and drainage of that basement.

I had a basement in my 150 year old house that never gave me a bit of problem.

It depends on the location (not city, how high the water level is), construction and drainage.
